China Imposes Countermeasures on 7 U.S. Entities and Tightens Export Controls on Drone-Related Dual-Use Items to the U.S.

On August 5, 2026, China’s Ministry of Commerce issued two ministerial orders imposing countermeasures on 7 U.S. entities, and a separate announcement strengthening export controls on drone-related dual-use items to the United States.
Under MOFCOM Order No. 2 of 2026, China added the following 6 U.S. entities to its countermeasure list:
- Applied DNA Sciences, Inc.
- Stratum Reservoir, LLC.
- Altana Technologies, Inc.
- Responsible Business Alliance
- Verite Group, Inc.
- Human Rights in China
According to MOFCOM, these entities assisted and supported what China described as illegal U.S. sanctions relating to Xinjiang.
Under MOFCOM Order No. 3 of 2026, China added Compliance Testing LLC to the countermeasure list. MOFCOM stated that the company assisted and supported measures taken by the U.S. Federal Communications Commission that harmed the lawful rights and interests of Chinese companies.
For the entities listed under the two orders, Chinese organizations and individuals are prohibited from engaging in relevant transactions, cooperation and other activities with them.
On the same day, MOFCOM also issued Announcement No. 34 of 2026, deciding to strengthen export controls on drone-related dual-use items to the United States. Specifically, exports to the United States of drones, key components and related technologies that are included in China’s Dual-Use Items Export Control List will be subject to strict case-by-case review, and licensing facilitation measures will not apply.
The above measures took effect on August 5, 2026.
