China Adds 14 Foreign Entities to Its “Unreliable Entity List”

On October 9, 2025, the Ministry of Commerce of the People’s Republic of China (MOFCOM) announced that 14 foreign entities, including some branches or subsidiaries, have been identified to be included in China’s Unreliable Entity List (UEL).
The 14 foreign entities are:
- Dedrone by Axon;
- DZYNE Technologies;
- Elbit Systems of America, LLC;
- Epirus, ;
- AeroVironment, ;
- Exelis Inc.;
- Alliant Techsystems Operations LLC;
- BAE Systems, ;
- Teledyne FLIR, LLC;
- VSE Corporation;
- Cubic Global Defense;
- Recorded Future, ;
- Halifax International Security Forum;
- TechInsights and its branches or subsidiaries.
- TechInsights Inc.
- TechInsights Europe Limited
- TechInsights Europe Sp zo.o
- TechInsights Japan KK
- TechInsights USA Inc
- TechInsights Korea Co. Ltd.
- TechInsights Market Analysis Limited
- SARL Strategy Analytics
- Strategy Analytics GmbH Market Research and Management Consulting
- SARI Strategy Analytics Private Limited
These entities are accused of engaging in military‑technical cooperation with Taiwan, publishing malicious statements about China, and assisting foreign governments in suppressing Chinese enterprises.
Being placed on China’s Unreliable Entity List triggers a set of strict restrictions and prohibitions:
- The UEL entities are prohibited from engaging in import or export activities related to China;
- The UEL entities are prohibited from making new investments in China;
- Chinese organizations and individuals are prohibited from transacting or cooperating with those UEL entities, in particular from providing data or sensitive information to the UEL entities.
